But the decisive goal came after 107 minutes when substitute Emerson Royal played Josh Coburn onside from a Crooks pass before the Englishman rifled a shot past Hugo Lloris.
Spurs have now gone 14 years without a trophy and it remains unclear if Antonio Conte will stick around long enough to end their drought.
