The 18 year-old left-back has rejected a new contract offer from Brighton and is ready to leave for a new club.
The London Evening Standard says Chelsea are confident of his commitment.
Brighton will be due a minimum of £500,000 in compensation if the 18-year-old left-back joins Chelsea, where he will join the Under-23 squad.
Chelsea still need to finalise the switch and complete a medical but there is optimism they can secure a deal for a player who is highly rated in the England set-up.
